Regulated qualifications
Understanding qualification levels.
Our Highfield regulated qualifications have an official qualification level, starting at Entry 3 and continuing through Levels 1–5 depending on the qualification. Pinnacle also delivers in-house workplace training designed around the needs of the organisation, which does not necessarily have a formal qualification level.
Entry 3 — Foundation
An introductory level that develops essential knowledge, understanding and practical skills, helping learners build confidence and apply their learning in straightforward situations.
Level 1 — Foundation skills
Develops knowledge, understanding and practical skills beyond Entry 3, helping learners carry out straightforward tasks and apply their knowledge in familiar situations.
Level 2 — Core competence
A widely recognised level for developing practical knowledge, understanding and skills, preparing learners to carry out defined tasks in familiar workplace situations.
Level 3 — Advanced competence
A higher level of knowledge, understanding and practical skills, with greater depth and the ability to deal with more complex situations with increasing independence.
Level 4 — Higher-level practice
Greater depth of knowledge and understanding, including analysing information, solving problems, planning and making decisions in professional, technical or workplace settings.
Level 5 — Advanced professional practice
An advanced level supporting professional, technical, managerial or specialist practice, including complex problem-solving, evaluation, leadership and planning.

Flexible Skills Programme
50% of accredited training costs, up to £50,000 per application
The Welsh Government’s Flexible Skills Programme helps Wales-based businesses invest in their workforce — whether you’re looking to fill skills gaps, retain staff or develop new skills within your team.
Your business may be eligible if it is
- Based in Wales
- Financially solvent
- Able to release employees to complete the training by the end of March 2027
Supported training must be accredited or meet a recognised industry standard. You can choose a certified training provider, including Pinnacle where our training meets the programme requirements.

The suitability of individual courses depends on the programme requirements, priority sector or training area and Welsh Government approval. Funding is discretionary and the final decision on eligibility and the award rests with the Welsh Government. Approved funding is reimbursed to the applicant on completion of the training, subject to the required evidence.

For individuals
ReAct+
Up to £1,500 towards vocational training, through Working Wales
ReAct+ provides support for eligible people aged 20 or over who are looking to return to work and meet the programme’s eligibility criteria.
You may be eligible if you
- Are under formal notice of redundancy
- Have been made redundant within the last 6 months
- Are an ex-offender or an offender serving a community sentence
You must also be resident in Wales and have the right to live and work in the UK.
Support can include
- Up to £1,500 towards vocational training
- Up to £200 towards additional training-related costs, including travel and accommodation
- Up to £2,100 towards childcare and caring costs while training
Eligibility is assessed by Working Wales, and your grant application must be approved before funded training begins.

These terms apply to training and services provided by Pinnacle Workforce Training Ltd.
Bookings
Open courses can be booked through Eventbrite or directly with Pinnacle Workforce Training Ltd. In-house and online training is arranged directly and is confirmed once the training details and any payment requirements have been agreed in writing.
Cancellation Policy
Open Courses
- 14 days or more before the course: a full refund will be provided, or the booking may be transferred to another available course.
- 7–13 days before the course: the booking may be transferred to another available course or, where a refund is requested, 75% of the course fee will be refunded.
- Less than 7 days before the course: no refund will normally be provided. Where practical, the booking may be transferred to another available course or the customer may nominate a replacement delegate.
- Non-attendance: no refund will normally be provided.
Where a replacement delegate is nominated, they must meet any relevant course entry, assessment or awarding-body requirements.
In-House and Private Training
- More than 14 days before the agreed training date: the booking may be cancelled without a cancellation charge.
- 7–14 days before the agreed training date: a cancellation charge of 50% of the agreed training fee may apply.
- Less than 7 days before the agreed training date: the full agreed training fee may be payable.
Where possible, Pinnacle Workforce Training Ltd will work with the customer to reschedule training rather than cancel it. Any rescheduled date will be subject to availability.
Cancellation by Pinnacle Workforce Training Ltd
If Pinnacle Workforce Training Ltd needs to cancel or reschedule a course or training session, we will provide as much notice as reasonably possible and will offer an alternative date or, where appropriate, a refund of fees paid to us.
Exceptional Circumstances
Pinnacle Workforce Training Ltd may, at its discretion, consider refunds, transfers or alternative arrangements where cancellation is due to exceptional circumstances.
These cancellation terms do not affect any statutory rights that a customer may have under applicable consumer law.
Training & certification
Learners must meet any course, assessment and awarding-body requirements to receive certification. Accredited certification is issued subject to the relevant awarding body's rules and requirements.
Some assessments or examinations may be available in Welsh on request, subject to availability.
Liability
We will provide training with reasonable care and skill. We are not responsible for losses arising from circumstances outside our reasonable control.
Governing law
These terms are governed by the laws of England and Wales, and any disputes will be subject to the courts of England and Wales.
